Replaced al-Saqqaf with one of their oppressive tools .. Houthi militias hand al-Hamzi security file in Ibb

Before appointing al-Hamzi, several names were circled at the Houthi Interior Ministry to run Ibb Police Department in Ibb province, including al-Saqqaf but in a conditional return, supported by Yahya al-Shami, the most important figure in the Houthi shadow leadership.

These violations have taken serious steps against women detained in private prisons, some of them were imprisoned in the south of the Capital Sana'a, where women have been subjected to psychological and physical abuse, documented by some of them, and by human rights organizations.

Abu Tariq was the head of a committee commissioned by the Houthi militias' leader Abdulmalik al-Houthi to investigate the clashes in Ibb province last month, and when he name is not shown up for the post to run Ibb Police Department, he contributed to nominate his companion of repression in Amran and al-Mahweet provinces Mohammed al-Hamzi.

In the end, the militias decided to transfer al-Hamzi from his post in al-Mahweet as director and security supervisor to Ibb province in the same a job title, he began his meeting with the leadership of security cadres in the province and visited the central prison and roamed around Ibb province's streets  the streets of Ibb.

According to the information, al-Hamzi was a security supervisor in Amran province amid storming the province, and he was appointed by the Houthi militias to run the security file in al-Mahweet province amid the December 2 Uprising that the people of the province participated effectively, and since early 2018, al-Hamzi exercised acts of revenge against the people of the province. Residents affirm arbitrary abuses on a daily basis.

According to the information, al-Hamzi was weak in the security Institution before the Houthi coup in September 2014, besides his lack of any university qualification, or civilian or military.

In the current circumstances of the war, Ibb is gaining significant importance, as it comes in the central part of Yemen, and its location among militarily blazing provinces in al-Dhale', al-Hodeida, al-Bayda and Taiz. These factors led the Houthi militias to place its security grip on the province through appointing elements belonging to it, headed by Mohammed Abdul Jalil al-Shami, a former security director, Abu Kadhim , as security supervisor, and Abu Hashim al-Dhahyani, a director of political security department.

However, the Houthi security elements failed to control the security track, so the leadership of the militias in Sa'ada resorted to seek the help of one of the sons of the province in managing the security file, Abdulhafedh al-Saqqaf.

The latter managed to reduce the blackmailing of citizens in many security points distributed by Abu Kadhim in Ibb streets, roads, and in districts, reducing shooting bullets in weddings, and controlling traffic and reducing activities of theft gangs spread in the province.

In practice, al-Saqqaf served the media and political discourse of the Houthi militias with some security stability in the province. However, this did not satisfy speakers of Houthi militias' blessing of Ibb's people or outsiders of the province; they worked to get rid of al-Saqqaf.

The dispute between al-Saqqaf and Abu Kadhim erupted when the first cancelled the security duplication the remaining of the official security organs and the Popular Committees, the military and security arm of the Houthis, neutralizing the first security militias' man, Abu Kadhim, in the province.

Al-Saqqaf was able to reduce land burglary phenomenon of the State that carried out by members of the Houthi militias coinciding with the huge increases in real estate prices in a number of areas in the province.

As a result, the Houthi elements and their followers in the security points have lost important funding sources for their new financial and social conditions in a densely populated and commercially active province with a large proportion of Yemeni expatriates abroad. The Houthi militias' scenario started attacking a village in Hubaish district before months, they created a rift between Ibb governor Abdulwahid Saleh and Ibb Security Director AbdulHafedh al-Saqqaf then the affected militias sought to confuse the security scene in the province to find an excuse before the local public opinion in Ibb supported al-Saqqaf to get rid of him and replace someone else instead.

The interests of the local militias met with the orientations of their leadership in Sa'ada amid removing the services of their former allies who collaborated with them like in Raydah events in Amran recently. It is also reported that Ibb governor will be removed as well.

The dismissal of al-Saqqaf and its replacing him by the Houthi repression tool Abu Saleh al-Hamzi and the nature of previously other names indicate a future repressive security deal in Ibb, meaning that the small militias in Ibb within the Houthi militias won at the expense of the security interest.
