Family appointments and direct disbursement of revenues ... a supervisory report revealing the corruption of the person assigned to head the "land transport"

A supervisory report of the General Authority for Regulating Land Transport Affairs, in Aden, revealed that the Acting Chairman of the Authority continues to issue administrative appointment decisions at the center and branches, despite a ministerial decision to stop them.

The report said that the Acting Chairman of the Authority, Ali Mahrouk, issued decisions appointing first-degree relatives in the Financial Department, and created new departments to appoint some of them in them.

He added that "Mahrouq" issued decisions to appoint directors of departments in favor of female contractors who do not have job ranks, and this contradicts the requirements for the positions of directors of departments and general managers and the above.


While the report said that cases of abuse were repeated against the authority’s employees by its acting chairman, it confirmed that Mahrouk had taken illegal measures against employees.


 He explained that the person assigned to head the Public Authority for Land Transport is the most outdated cadre and replaced them by elements of his relatives, with administrative decisions contrary to the law and the ministerial decision, pointing out that he excluded the Director of the Personnel Department and replaced her with a contractor, while he subjected the former to work as a consultant unless she would be excluded permanently and referred to retirement.


Direct disbursement from the Authority’s revenues


 In the context, the report said that the Chairman of the General Authority for Regulating Land Transport disburses money from the revenues of the Authority and the branches under direct orders, explaining that the authority does not have the right to spend from the revenues available to it, but rather to supply it to the Central Bank.


 He explained that direct disbursements are not limited to revenues, but also to the approved allocations and financial reinforcements provided by the Ministry of Finance to the authority and branches.


 The report noted that direct disbursements from the Authority’s branch in Aden are carried out without the knowledge of the Financial Department and the Supervision Department at the center.

According to the report, the person in charge of the work of the Presidency of the Authority has not submitted approved budgets since the year 2019 to the branches, and no reports have been submitted regarding revenues, expenditures, operational plans, and internal audit reports.

It stressed that he had failed to activate the performance of branches in the governorates, as well as to link them to the General Authority for Regulating Land Transport.

The report concluded that the Chargé d'Affairs to the Presidency of the Authority, who was appointed about a year and a half ago, is not qualified to occupy this position, while the report recommended appointing professional competencies to run the Authority's leadership and branches, especially the Aden branch, stressing that the Capital Branch will be an important financial source.
