A human rights report said that the Islah Party, the local branch of the Muslim Brotherhood, sought to overthrow the constitutional authorities in Taiz Governorate and turned it into a Brotherhood emirate with a militia character.

A recent report issued by the Haq Organization for Rights and Freedoms stated that the militias affiliated with the Islah party are "sectarian, and most of their leaders are civilian," stressing that their penetration into the framework of the military brigades of the Taiz axis has made the National Army lose its legitimacy as an official army.

The report, entitled "Taiz Governorate outside state sovereignty - The Yemeni Rally for Reform Vatican Yemen - Brotherhood Rule within the State" documented human rights violations, crimes and attacks on civilians in the city of Taiz by the Islah militia and armed and terrorist groups that follow it and work within the framework of its organization outside  The scope of control of the state and the legitimate, internationally recognized government.

The report monitored the commission of 30,000 various violations, in addition to the establishment of 30 informal prisons in the city of Taiz, the establishment of a special ideological army, the seizure of 360 residential apartments for the residents, the construction of 16 training camps and registration centers throughout the governorate of Taiz irregular, as well as the phenomenon of rape of children,  And the blackmail of poor families.

The report pointed out that the crimes of human rights violations in Taiz Governorate have taken multiple specific levels, the most serious being the individual and mass arbitrary executions of civilians, which are carried out outside the scope of the law without any judicial procedures, and they are crimes that are not subject to the statute of limitations, and have been practiced since 2015 in various formations.  It is one of the terrorist and armed militias that operate within an integrated system under the leadership of the Islah party, which serves as the de facto authority in the areas liberated from the control of the Houthi militia, the report said.

The report said, "The Islah party has endeavored to overthrow the constitutional and legislative powers in Taiz governorate, in stages that extended from 2015 to 2020," adding that, "after the last strongholds of the constitutional authorities were toppled in Al-Hujaria areas in August of last year, it was able to  Full control over the liberated areas in Taiz governorate as a (de facto) authority, operating under the authority and control of the de facto ruler, the General Guide of the Muslim Brotherhood in Yemen.

He pointed out that, "The Islah Party, armed factions and terrorist organizations affiliated with its loyalty, since early 2015, have committed criminal acts with the aim of eliminating opponents of its wrong policies, which exceeded the literature and norms of politics in its general sense, and its behavior as a political party has deviated."

He stressed that "Islah imposes complete control over the decision in Taiz, far from the legitimate government, and has turned the governorate into a Brotherhood emirate with a brutal militia character in the service of foreign interests, instead of carrying out its moral duties alongside the various other sectors operating within the framework of legitimacy and the Arab coalition forces to end the coup and the judiciary."  On the Houthi rebellion movement.

The report pointed out that the Islah Party formed the Popular Mobilization Militia in Taiz Governorate as a Sunni sectarian version similar to the Popular Mobilization Forces in Iraq with a Shiite sectarian character, and that most of the PMF leaders were civilian figures until before the outbreak of the war in 2015. ”

It continued, "The growing empowerment of the ideological Popular Mobilization Militia, which has a partisan political agenda in the country, not only poses a threat to Yemen, but extends its danger to the countries of the region in general, due to the partisan and political expansion of the Popular Mobilization Militia within an external organization (the Muslim Brotherhood).  Which makes Yemen a focus of concern and a threat to the stability of the region. "

Among the most prominent leaders of the Popular Mobilization Forces in Taiz, and the most violent and bloody, according to the report, “Shawqi Saeed al-Mikhlafi, commander of the Hamza Brigade in the (Rawda) neighborhood, and this brigade includes elements affiliated with the Islah Party with a history of interruption, killing and looting of public property, and Hammoud al-Mikhlafi works as a general supervisor.  The Popular Mobilization Forces, who gave his brother Shawqi the leadership of the crowd's Yevres camp, and finally participated in invading Al-Hujaria areas, in addition to committing crimes in the countryside of Taiz.

According to the report, “the second leader in the Popular Mobilization Militia is Waheeb Ali Ahmed Al-Houri, the commander of the Asifah Brigade, which was formed in 2015 and most of its affiliates are graduates of the Scientific Jund Institute, one of the scientific institutes of the Islah party, in addition to Dia al-Haq Idris Al-Ahdal, a member of the bureau.  The executive of the Islah party and one of the security leaders of the secret security affiliated with the Brotherhood in Taiz, and the first official in charge of the irregular prisons of the organization and the popular mobilization, and he supervised the process of recruiting hundreds of residents of Al-Hujaria areas to join the militia of the Popular Mobilization Forces and its camps, and he is the architect of the operation of the Al-Hajariya invasion, and accused of a crime  The assassination of Brigadier General Adnan Al Hammadi, commander of the 35th Armored Brigade, in December 2019.

The report included a number of serious crimes carried out by the Popular Mobilization Militia against civilians in Taiz Governorate, chief among them the execution of Doctor Aseel Abdul Hakim Al-Jabzi, son of the Chief of Staff of the 35th Armored Brigade, and a number of other crimes.

The report said that the armed, extremist and terrorist entities in Taiz reached “15 entities and organizations, all of which operate outside the framework of the law, have committed serious criminal acts, and owe allegiance to the Islah Party, including six entities that have been associated with the course of events since the beginning of the war in 2015 under the umbrella of the Islah Party as order authorities.  reality".

According to the report, these entities are "Hasm Brigades, the Tramp Brigades, Ansar al-Sharia, the Students Brigade, Hamat al-Aqeedah, the Islamic State (ISIS), the Abu al-Walid Brigades, the Abu al-Qaqaa Brigades, the Lions of the Sunna Brigades, the Masked Youth Group of the Islamic Caliphate, the Al-Kawthar Brigades,  Fierce Wolves Brigade, the Storm Brigade.

The report revealed seven training camps in Al Hajriyah areas, as follows: “Yafras camp in Jabal Habashi district, a registration and training center inside the Ammar bin Yasser school building in Jabal Habashi district as well, Al Sanaa camp in Al Shamayatayn district, Rasen camp in Al Shamayatayn, the gym camp.  In Al-Ma`fer district, Al-Fawada` camp in Al-Mawaset district, a possible Al-Sunnah camp in Al-Ma`fer district, Mount Grimm, a possible military base in Al-Ma`fer.

As for the irregular monitoring sites monitored by the report, they are represented in the “Jabal Munif site, which is approximately 2000 meters above sea level, and it is located in the vicinity of isolation (Zriqa al-Sham) in the Al-Maqatara District, and Jabal Sabran, east of the city of Al-Turbah, the center of the Al-Shamayatayn district, and supervises the main line linking the city  Al-Turbah and the capital, Aden, which is the only outlet for Taiz governorate. Jabal Yameen is located in the isolation of Al-Azaz, west of Al-Turbah city, and controls the main road between the cities of Taiz and Al-Turbah, Mount Bayhan overlooks Al-Turbah city from the western side, Mount Rasen is located in the southwest of Al-Turbah and overlooks the western coast thereof  Al-Waziya District also overlooks the Al-Mudaraba District in Lahj, the strategic Jabal Al-Rahash overlooks three directorates (Al-Maafir Al-Wazi’iya and Jabal Habashi). Jabal Al-Masha'ara overlooks the Al-Kadah area, Jabal Al-Shanakheb and overlooks the Al-Masrakh district and the isolation of Al-Kulaibah, Jabal Al-Sada towards Al-Jabziah isolation, which represents a protection for the Al-Shaqadaf point.

He also monitored 20 checkpoints on public roads in which the Brotherhood Popular Mobilization Militia stationed in civilian clothes, in the Jabal Habashi district, (15) checkpoints in the Shamayatayn district, and (10) checkpoints in the Al-Maafer district.

Executions crimes

Regarding extrajudicial executions in the city of Taiz, the report held the Islah party fully responsible, as it represents the de facto authority in the governorate, indicating that the individual executions began in June 2015, providing a detailed explanation of the mass executions after the liberation of residential neighborhoods, as well as the executions.  The collective on the front lines and in the cellars of the detention centers, reviewing a number of cases that were subjected to extrajudicial execution, in addition to premeditated murders that took place in the city of Taiz, against unknown persons.
