Al-Mashat decides to restructure the Ministries of Planning and Endowments ... Al-Houthi continues to destroy the Yemeni state

The Houthi militia, the Iranian arm in Yemen, continues to implement its own project aimed at bulldozing administrative thought and the organizational structure of state institutions and transforming them into mere hollow administrative structures, while new administrative institutions are being created to carry out the work of constitutional and legal administrative institutions.

Within the framework of implementing this project, the Houthi leader, Mahdi Al-Mashat, head of the so-called political council, issued a decision to amend the name of the Ministry of Planning and International Cooperation to (Ministry of Planning and Development) and to define alternative tasks and specializations for it. The decision also included that the ministry have an organizational regulation issued within six months.

The decision to change the name of the Ministry of Planning and International Cooperation comes nearly a month after a similar decision to change the name of the Ministry of Endowments and Guidance to the Ministry of Hajj and Umrah, and the two ministries are run by two leaders affiliated with the first General People's Congress, Najeeb Al-Ajji, and the second, Dr. Abdulaziz Al-Kumaim.

Last month, the Houthi militia issued a decision to amend the name of the Ministry of Endowments and Guidance to the Ministry of Hajj and Umrah, after it confiscated the functions of the Ministry in favor of a body that it created under the name of the General Endowment Authority, whose management was entrusted to the leader belonging to the family of the militia leader and called Abdulmajid Abdulrahman Hassan Al-Houthi.

Sources in the Ministry of Planning and International Cooperation in Sana'a described the decision issued by the Houthi militia to amend the name of the ministry as a continuation of the militia’s confiscation of all the Ministry’s powers and competencies stipulated in the laws in force, which was previously done through the so-called Supreme Council for Humanitarian Affairs, which is under the direct control of the militia’s leader, Ahmed Hamed (Abu Mahfoud), who holds the position of director of the presidency office in the militia authority, where all the functions of external communication, cooperation, coordination and management of financial and relief aid, which were the prerogatives of the Ministry of Planning, are in the hands of the Council.

The sources added to NewsYemen, that the problem with such a decision is that it comes within the framework of a systematic policy practiced by the militias to change the features and identity of the legitimate and legal state institutions, in addition to that it perpetuates a separatist and divisive reality that completely contradicts the concept and structure of the state that is run by the legitimate government that is internationally recognized, and confirms militias seek to create what can be called a state within a state.

The sources added, the Houthi militia’s destruction of state institutions, the razing of the civil service, and the creation of entities and administrative structures outside the framework of the constitution and laws will represent a major problem in the way of restoring the state and its institutions in the event that a political settlement is reached after the end of the war, which indicates that the militias through these politicians seek to establish a new reality that they will use as a bargaining chip in any upcoming negotiations or political settlements.

According to the sources, what the Houthi militia is carrying out with regard to bulldozing the public office and state institutions is a reflection and extension of its influence and imitation of Iranian arms projects in the region similar to what Hezbollah is carrying out in Lebanon towards state institutions under the name of the obstructing third, and what the Popular Mobilization militia does in Iraq Which has become a state within the Iraqi state, but has become the main controller in the management of the institutions of the Iraqi state, which justifies the great failure that Iraq is witnessing and the political, financial and administrative corruption that it is experiencing due to the control of the Shiite militias affiliated with Iran in the political, administrative and economic scene of the Iraqi state.

It is noteworthy that the Houthi militia, over the past six years since its coup against power and its control of state institutions by force on September 21, 2014, deliberately created and established new institutions and administrative structures, alternative to state institutions, and appointed leaders from among its elements to fully manage these institutions.  

The most prominent of these institutions were (the Humanitarian Affairs and Disaster Response Authority, which was replaced by the Supreme Council for Humanitarian Affairs and Disaster Response, the General Authority for Zakat, the Martyrs Foundation, the Wounded Foundation, the Judicial Committee, the General Authority for Endowments, the Intelligence Service, the Heart Cohesion Council, the Council of Wise Men of Yemen ... Etc.) of the institutions established and managed by the militias.
