An American center recommends the the "West" to support organized military action against the Houthis in Yemen

 The Cypher Brief Center for Security Research said that the policy of the administration of US President Joe Biden canceled the decision to classify the Houthis as a foreign terrorist organization, out of a desire to prevent a humanitarian catastrophe in Yemen and create the political conditions necessary to end nearly seven years of war in that country. 

The American Center added, - in a report prepared by Mark Wallace, CEO of the Counter Extremism Project and former Washington ambassador to the United Nations, Norman Roll, senior advisor to the Counter Extremism Project and United Against Nuclear Iran - that the Biden administration used the same  The justification for ending offensive support for the efforts of the Saudi-led coalition.

He added, "If the goal of the Biden administration is to change the behavior of the Houthis, this policy has already failed. Far from preventing a humanitarian catastrophe, the threat to civilians has increased as the Houthis have grown emboldened, using the American retreat to continue their devastating attack. And this is how it works.  Terrorist organizations, and the decision to classify the Houthis as a terrorist organization, was not out of the blue.

The speed with which these decisions were implemented indicates that none of them have received robust interagency review - and none of the developments on the ground indicate that the reformulation of US policy has or will succeed.

He pointed out that the Houthis "have launched in recent years ballistic missiles, mortars, drones and explosive boats against neighboring Saudi Arabia and the millions of expatriates living there, and this means that civilians are being targeted with advanced Iranian weapons."

He said that these attacks on Saudi civilian targets, and on the oil storage facility in Ras Tanura, one of the largest offshore oil unloading facilities in the world, after the Biden administration's decision, could be a model for what might happen if the Houthis were victorious.

He stressed that the Houthi attacks are in Iran's interest, pointing out that the commander of the Quds Force of the Iranian Revolutionary Guards admitted that he offered military support to the recent terrorist attacks, not to mention that the Iranian Quds Force provided the Houthis with funding, training and technology to carry out many of these attacks since the start of the war.

"History has proven that the Houthis will not respond to peace and will not accept political concessions until they face setbacks on the battlefield," the report said.

In this sense, organized military action against the Houthis must continue, and the West must do what it can to ensure that it is effective and implemented in a way to protect civilians in Yemen, while ensuring that assistance can be provided while military pressure continues.

He believed that the Biden administration could not be satisfied with watching while the fighting continued, adding: "It can use its economic influence to fight the Houthis, reduce the influence of the Iranian sponsor, and protect the state (Yemen) along the strategic Red Sea and the southern border of Saudi Arabia from falling into the hands of the Iranian regime."

He added, "Yemen is the world's problem, and international support is required to allow Yemenis to choose their future, a future full of peace and opportunity, absent from the deadly attacks ordered by Tehran."

He pointed out that the Houthi militia caused the destruction of Yemen itself by using landmines, child soldiers, hostage-taking, rape, indiscriminate attacks, and manipulation of food aid to the United Nations, which caused the creation of one of the largest humanitarian crises in the world.  The group targeted civilians, civilian infrastructure, and military forces.  It also used child soldiers, and cruelly used the Yemeni people as human shields.

The American Center stressed that "this behavior fully fits the definition of our government (the government of the United States of America) of international terrorism."

"Arab leaders need to force the divided Yemeni anti-Houthi parties to put aside their differences for the sake of unity to confront them," he said.

The report recommended the United States to ask the United Nations to extend conventional arms sanctions against Iran and prevent Tehran from direct access to IMF funds until the Quds Force withdraws from Yemen and stops Iranian arms shipments.

"The Biden administration arrived at the White House proclaiming the importance of values. These values can best be demonstrated by ensuring that the Yemeni people receive the same protection and security that we ask for ourselves," concluded the Cypher Brief Center for Security Research.
