A wide judicial, political and popular welcome for the decision to appoint a new attorney general for the country.. Who is Judge Qaher Mustafa?!

The decision of the President of the Presidential Leadership Council, Dr. Rashad Al-Alimi, No. (13) for the year 2022 AD, received a wide judicial, political and popular welcome, in what some considered a step towards removing the judiciary from the grip of the Brotherhood.

The decision stipulated the appointment of Judge Qaher Mustafa Ali as Attorney-General of the Republic of Yemen, instead of Dr. Ahmed Al-Moussawi, who was appointed to the same position in mid-January 2021, amid judicial and popular rejection because of his party affiliations, as well as the decision’s violation of the law of the judiciary.

Judge Qaher Mustafa Ali was born in 1963 in the Seera district of the capital, Aden. He is married and the father of four children. His last judicial degree at the present time was “First Advocate General.” He is considered one of the judges known for his integrity, good conduct, high morals, and honorable attitudes.

Judge Qaher graduated from the Faculty of Law, University of Aden in 1988 with a Bachelor’s degree in Law, and Mustafa held several positions during his career, starting as a member of the Prosecution Office in Shabwa Governorate during the years 1989 to 1990, then a member of the Prosecution of Abyan Governorate for the period 1990-1991 before he was appointed  Member of the Aden Prosecution Office in 1992.

In 1993, Judge Qaher Mustafa was promoted, before he was appointed as an agent for the Violations Prosecution Office in Aden until 1996, and then as an agent for the Prisons Prosecution in Aden until 1998.

In the year 1986 , Judge Qaher Mustafa was appointed as the head of the Appeal Prosecution Office of Al Dhale’e Governorate for a period of three years, before serving as the Head of Appeal of the Lahj Governorate from 2001 to 2004.

In 2007, Judge Qaher Mustafa assumed the presidency of the Aden Appeals Prosecution until 2007, before moving to Lahj in 2009 as head of the Public Funds Appeals Prosecution for a period of three years.

 In 2012, he returned as head of the Aden Governorate Appeal Prosecution since then.

The Southern Transitional Council welcomed this decision, and its spokesman, Ali Al-Kathiri, said, "We hope that this decision will be the beginning of more decisions and steps aimed at reforming and activating the judicial institution and strengthening the independence of the judiciary."

The welcome did not stop at the Transitional Council, but extended to the judiciary. Judge Fahim Abdullah Al-Hadrami, head of the Aden Appeals Court and member of the Supreme Court, said, “I congratulate my brother and friend Judge Qaher Mustafa on his appointment as Attorney-General of the Republic, and I am confident that he is qualified to bear the secretariat of responsibility and the participation of his fellow judges.  In carrying and accelerating the wheel of judicial reform, and realizing the dream and aspirations of judges and political leadership, to bring the national judiciary to safety.

He added, "May God grant you success, my dear brother, and may God direct your steps for all that is good and advance to the judiciary and judges, and with God's help, with our warmest congratulations and blessings to you."

While the leader in the Southern Transitional Council, the lawyer, considered the fire of the decision market as a victory for all southern judges, and said: "After 33 years, the decision to appoint Judge Qaher Mustafa as attorney general is issued, and this is a victory for all southern judges.. Congratulations to Judge Qaher Mustafa and the Southern Judges Club.  And every southerner is jealous of his homeland.

Politicians and media professionals also praised the decision. The politician and media figure, Muhammad al-Khamri, says: "After the republican decision was issued appointing Judge Qaher Mustafa Ali as Attorney General of the Republic, I went looking for him and his biography and previous practices in the public office, especially since he is affiliated with the Transitional Council, and I found nothing but  An honorable biography, and honest professional practices in the field of the judiciary, and even at the family level; I entered the page of two of his sons and found them to be the blessings of educated youth, who are refined in their presentation and respect for themselves.

added.  "I can say with full mouth our congratulations to Yemen for the republican decision and for Judge Qaher Mustafa, and we hope that it will be the beginning of mature and thoughtful republican decisions ."

While journalist Madian Miqbas confirmed that the decision was a successful choice, he said: "We hope it represents a starting point towards lifting the conditions of the judiciary, restoring the prestige of the law and lifting injustice against the citizen."
