From Zakat to Intelligence..Houthi militias build their state with looting bodies and illusion selling committees

Since the establishment of the Houthi militia, the Iranian arm in Yemen.  With its coup d'état and its control of state institutions on September 21, 2014, the militias attempted to produce a new administrative system that would enable them to control state institutions.

Following the martyrdom of former President Ali Abdullah Saleh and his companion, Secretary Arif Al-Zoka, at the hands of the Houthi militias following the December 2, 2017 revolution against the Houthi militias, the latter was able to take the decision on managing the affairs of state institutions completely and since then hastened to establish what can be said to be a state.  Inside the state in Sana'a and its areas of control.

The militias deliberately adopted a new policy, which is the policy of forming alternative committees for state institutions and confiscating the latter's powers stipulated in the constitution and the laws in force in favor of these committees.  Through which it has transformed it into special institutions and structures to appoint its militia members and leaders, especially from the relatives of the militia leader Abdul-Malik al-Houthi or from the Houthi leaders from the Hashemite families from the people of Saada governorate in particular, and some other governorates such as Hajjah and Amran

From Zakat to Endowments.. Unconstitutional committees for looting

 After the formation of the Supreme Political Council at the end of July of the year 2016, and after the start of its work in a very few weeks, disputes began between the leaders of the conference and the leaders of the Houthi militias at the time on the issue of zakat revenues.  Where the militias sought to exploit their authority and control over the presidency of the Council by circumventing the provisions of the constitution and laws related to the supply of zakat funds to local authorities.  And that is through opening accounts for the zakat of senior taxpayers in the bank and collecting their money to this account, which is not subject to any supervision by the government.  That was the straw that broke the camel's back, and from that day disputes escalated between the conference and the Houthis on the issue of state administration, especially since the conference faced many difficulties in trying to establish the concept of constitutional and legal work for state institutions.

After the December 2 revolution, the martyrdom of the leader, Saleh, and the complete monopoly of the Houthi militias in power, they rushed to implement their directives regarding the replacement of state institutions with committees.  Where it formed what was called the National Authority for the Management and Coordination of Humanitarian Affairs and Disaster Response, which later replaced it with the so-called Supreme Council for the Management and Coordination of Humanitarian Affairs and International Cooperation, which was granted the powers to supervise everything related to humanitarian aid, as it turned into a container for looting and theft of international aid by militias, according to reports.  The international community confirming this, followed by similar steps, represented by the establishment of the General Authority for Zakat and the General Authority for Endowments, passing through the so-called justice system, and special committees for the so-called prisoners and martyrs, to the so-called innovation committees and agricultural empowerment committees, and other committees that confiscated the powers of various  Ministries and government institutions have transferred them to these committees, for which leaders and employees have been appointed, all of whom are members of the Houthi militia.

And political sources close to the Houthi militia confirm to NewsYemen.  The leader of the militias, Abdul-Malik al-Houthi, himself leads the defense and justification campaigns for the work of these unconstitutional committees and bodies.  Especially during meetings with some party leaders or some state officials who expressed their objection to the formation and work of these committees and indicated that they emptied state institutions of their content and responsibilities.

Intelligence committees.. Al-Houthi justifies his corruption by lying

 Recently, there has been an escalation in popular frustration and an increasing rejection of the practices and corruption of militias that are practiced through the names of committees and bodies that were formed outside the framework of the constitution and laws and have come to represent a state within the state, which has become evident in the campaigns of criticism, even by some loyal or affiliated militia elements.

In an attempt to confront the situation of congestion and criticism, the militias have continued their approach in seeking to justify their corruption by forming what they call fairness committees, the latest of which was the announcement of the formation of fairness committees by the security and intelligence agency of the Houthi militias.

Security sources in the Ministry of Interior, which is under the control of the Houthi militia, described to NewsYemen.  This step is an attempt to sell the illusion to public opinion and an effort by the militias to confront the growing state of popular tension in a veiled threatening manner through the formation of special intelligence and security committees that receive complaints about their violations.

For his part, the Houthi leader and activist Ali Al-Sanani criticized the formation of the militias' committees for the intelligence and said: How many committees and bodies have you formed, and in the end, there is no tangible result that the citizen feels!!

He added: Tell me how many corrupt people have you tried, and where did the case of the Minister of Water go, and where did the case of the Minister of Finance, Abu Lahoum and Abdel Rahman Al-Ahnoumi, and before and after it, cases and cases that "suddenly disappeared"? The strange thing is that the major and important issues are solved through a magic solution . 

Al-Houthi activist concluded: Believe me, the matter will not differ in the judiciary and the intelligence service if the oppressor does not receive the most severe punishment before the world and the people!!

As for the journalist and correspondent of Al-Mayadeen TV, which is backed by Iran and supports the Houthi militias, Ahmed Abdul Rahman, he commented by saying: Morning of the committees, and welcome to the Republic of the People’s Revolutionary Democratic Committees that are scattered everywhere!

Al-Mayadeen's reporter continued: We have committees of shapes and sizes at symbolic prices and within reach!  We have more committees than the members of the Shura and Parliament combined, and even more than the Yemeni people before and after the revolution!

Concluding: That is why Trump is very happy and congratulates the steadfast Yemeni people for forming one of the security services for its special committees through which the people will do justice to themselves and to them!

For his part, the journalist and correspondent of Al-Manar TV, the spokeswoman for the Lebanese Hezbollah, commented on the Iranian arm in Lebanon.  Khalil al-Omari said: In many respects, there is a strange similarity that tends to coincide between (the state of the Quranic faith march) and the Great People’s Democratic Libyan Jamahiriya) during the time of Gaddafi.. The similarity does not stop at the obsession with the green color and the fact that each of them is a state of committees, not a state of institutions.
