Taiz, NewsYemen, special:

On Sunday, the Governor of Taiz, Nabil Shamsan, issued a package of administrative decisions, amid persistent calls for the governorate to need a comprehensive change process to confront the deteriorating conditions in it.

The governor issued a decision appointing Dr. Abdul Rahman Al-Sabri as Director-General of the Health Office to succeed Dr. Rajeh Al-Maliki, and assigning Dr. Aziz Abdul Rahman Muhammad as General Director of the Administrative Development Research Department, Mahyoub Abdo Muhammad Al-Habashi as Director of the General Department of Financial Resources, and Ahmed Muhammad Abdul-Malik Al-Hayajem as General Director of the Information, Statistics and Documentation Department.

These decisions were met with cautious optimism by activists in Taiz on social media, where journalist Abdel Salam al-Qaisi described them as "important appointments", expressing his hope that the governor would do more than that and purify entire institutions of what he called "the corrupt and the beneficiaries."

While activist Ramez Al-Sharhi refers to the transformation of administrative and executive offices into a "hot spot for corruption and failure," stressing the need for change to include everyone without exception, "as is the case for directors of directorates and sub-offices in directorates," he said.

Al-Sharhi points out the importance of “reforms proceeding according to a unified package, and we are waiting for more decisions in the local authority and its executive offices,” recalling what happened about two years ago, in a rebellion against assignment decisions issued by the governor to the Director of the Industry and Trade Office.

He stressed the need to confront the chaos in the city "with a package of decisions and popular support, and that the state institutions belong to the people and not to a political party, whether Y or Y," according to Al-Sharhi.

The remarkable welcome was the governor’s decision to assign a new director general to the health office, due to the recent significant deterioration in the health sector, says activist Jamal Al-Asmar, who lists in his publication the manifestations of this deterioration, including the state of neglect in civilian hospitals and the phenomenon of the spread of smuggled medicines.

Welcoming the decision to change in the Health Bureau comes in light of the deteriorating health situation that Taiz suffers from, and was embodied in the large spread of dengue fever during the past weeks, without any intervention by the Health Bureau, which was subjected to a campaign of wide criticism from the people of the city.

On the other hand, a sector of activists and followers of the people of Taiz sees that the situation requires a comprehensive change that begins in the positions of the governor of Taiz governorate, the commander of the axis and the director of the governorate police, and ends with directors of directorates, battalion leaders and directors of departments, passing through the executive offices, brigades leadership and branches of the security services, says activist Adonis Al-Dakhini.

Al-Dakhini asserts that any change that does not include all of them is "unreliable."  He adds: In order for the city to leave the situation it is in, it is necessary to refer all these people to retirement.
