What is the relationship between the timing of the release of Major General Mahmoud Al-Subaihi and Security Council Resolution 2216?

 The process of exchanging prisoners between the components of the Yemeni legitimacy and the Houthi militia created a great momentum and optimism that can be built on to progress towards stopping the war once and for all, and in light of this momentum, especially that accompanied the release of the former Yemeni Minister of Defense, Major General Mahmoud Al-Subaihi, and the brother of the former president, Major General Mansour Hadi, from the militia prisons  The Houthis in Sana'a, there was an important event that coincided with the release of Major General Al-Subaihi, this event represented in the eighth anniversary of the issuance of UN Security Council Resolution No. 2216, which was issued on April 14, 2015.  It is the same decision that urged the Houthi militia to release Major General Mahmoud al-Subaihi, and mentioned him by name.

Where this came in paragraph "f" of item No. "1", the following: "Safely release Major General Mahmoud al-Subaihi, Minister of Defense in Yemen, all political prisoners, and all persons under house arrest or arbitrarily detained."  It is the only decision in which Major General al-Subaihi was mentioned, which makes his arrest the subject of international condemnation.

It is clear that the timing is between the anniversary of the issuance of UN Resolution 2216 and the timing of the release of Major General Al-Subaihi, which was on April 14, 2023.  That there is a relevant arrangement that may be intentional or unintentional, especially since the process of starting the exchange of prisoners at the specified time agreed upon in the Swiss negotiations under the auspices of the United Nations was delayed by one day, as it was scheduled to start on April 13, but the Committee of the Red Cross  The international body concerned with coordinating this process requested a one-day delay to start the process, and attributed that to the completion of the arrangements.

There is no logical justification for the Red Cross Committee to delay the start date of the prisoner exchange process, and this can only be explained by the fact that there is an intentional arrangement behind it, so that Major General Al-Subaihi was released from Al-Houthi prisons on the same day that UN Resolution 2216 was issued, but it is not clear what is the purpose of this.  Behind this is the order of the International Committee of the Red Cross.

The release of Major General Al-Subaihi from Al-Houthi prisons cannot be considered an implementation of the Security Council resolution, because Al-Houthi does not recognize these decisions, and this is what prompted the legitimacy party to negotiate it in return for the release of Houthi prisoners, but what should be said is that the release of Major General Al-Subaihi represents the only paragraph that was implemented from the UN resolution  United 2216, albeit in a different way.  This prompts the saying that the situation in Yemen needs a new UN resolution that accommodates the new changes in Yemen.
