The transitional council declares a state of emergency and self-management for the south

The Southern Transitional Council declared a general state of emergency in the capital, Aden, and all the southern governorates, and mandated the southern military and security forces to implement them from Saturday 25/4/2020 corresponding to 2 Ramadan 1441 AH.



The Southern Transitional Council also announced the self-administration of the south as of midnight Saturday, April 25, 2020 AD, and the self-management committee will carry out its work according to the tasks assigned to it by the council presidency.


 In a statement, the council called on the southerners to get around their political leadership, support to implement the self-management measures for the south.


 The Council directed the formation of committees to monitor the performance of public institutions and facilities and combat corruption in the central and local bodies in coordination between the President of the National Assembly and the heads of local leaders of the Council in the governorates within the scope of geographical competence and in order to achieve rational self-management.



The Council mandated its economic, legal, military and security committees to direct the work of public bodies, institutions and utilities to implement self-management for the South, each in its field of competence in accordance with the laws in force and in a manner that does not conflict with the interests of the people of the South.


 He called on the governors of the governorates of the south and officials of public institutions and utilities from the people of the south to continue their work in a manner that does not conflict with the interests of the southerners


 He also called on the Arab coalition and the international community to support self-management measures, in a way that achieves security and stability in the south, combating terrorism, and maintaining international peace and security.



Statement text:


 Important statement issued by the Presidency of the Southern Transitional Council:


 The Southern Transitional Council is following with great care, the increasing volume of conspiracies and intrigues that target our revolution, our cause, and our social fabric, seeking to increase the suffering and pain of our people on various fronts and levels, including:



1) Non-payment of salaries and wages of employees of the military and security establishment, retirees and civilians for several months.

 2) Not supporting the fronts with weapons, ammunition, food and living requirements.

 3) Not caring for the families of the martyrs and treat the wounded.

 4) Stoking national rivalries and striving to destabilize and tear the national cohesion.


5) Supporting terrorism and extremist forces.

 6) The deterioration of public services, particularly the electricity, water and road infrastructure, which was clearly demonstrated by the recent torrential catastrophe, which caused great suffering to our people in the southern capital of Aden, especially with the entry of the holy month of Ramadan, and using that as a weapon to bring the southerners to kneel





In light of the persistence of intransigence of the Yemeni government in carrying out its duties, and harnessing the resources and property of our people in financing corruption activities and transferring them to the accounts of corrupt people abroad, in addition to its reluctance and evading the implementation of the related Riyadh agreement, with an incomprehensible and unjustified silence of the Arab coalition in the face of a series of these abusive behaviors, which aim in its entirety to abort our revolution and our national cause, the Transitional Council finds it obligatory, and based on the popular mandate granted to it in the historic declaration of Aden on May 4, 2017, to take the necessary measures to save our people and maintaining the achievements of our revolution and the heroic victories of our resistance.

Given that the Council has given the brothers in the Arab Coalition and the Yemeni government a deadline since October 3 of 2018 to improve the living conditions of our people without any response or remedies occurring, the Council approved the implementation of the following measures:





First: Announcing the general state of emergency in the capital, Aden, and all of the southern governorates, and mandating the southern military and security forces to implement them as of this day, Saturday 25/4/2020 CE, corresponding to 2 Ramadan 1441 AH.



 Second: The Southern Transitional Council announces self-administration for the south as of midnight Saturday, April 25, 2020 AD, and the Self-Administration Committee will start performing its work according to the tasks assigned to it by the council presidency.


 Third: Inviting the masses of our people to rally around their political leadership, support for the implementation of self-management measures for the South.



Fourth: Oversight committees shall be formed to monitor the performance of public institutions and facilities and combat corruption in the central and local bodies in coordination between the President of the National Assembly and the heads of local leaders of the Council in the governorates within the scope of geographical competence and to achieve rational self-management.



 Fifth: Entrusting the transitional economic, legal, military and security committees of the Transitional Council with directing the work of public bodies, institutions and utilities to implement the self-administration of the South, each in its field of competence in accordance with the laws in force and in a manner that does not conflict with the interests of the people of the South.



Sixth: Inviting the governors of the southern governorates and officials of public institutions and utilities from the people of the south to continue their work in a manner that does not contradict the interests of our people.



 Seventh: To call on the brothers in the Arab coalition and the international community to support self-management measures in a manner that achieves the security and stability of our people, combating terrorism, and maintaining international peace and security.
