The last battles of Salem were in Jabal Hubaishi, where Salem mobilized a large force to fight the director of the security of the Directorate Tawfiq Al-Waqar, who refused to hand over the administration to the Brotherhood, as he was the one who liberated the region and one of the foundations of the security administration and built it on the land of his grandfather as well with the blessing of the legitimacy in Taiz.
The stated reason for the campaign against Tawfiq Al-Waqar was that he was a rebel against Salem’s instructions, because Salem was the de facto ruler of Taiz.
While the main objective of Salem’s military move was to control the heights overlooking Yafras and the main road from Taiz to Al-Birin, the fact that this line connects the fronts of the 17th Infantry Brigade and 145 Brigades to Taiz, and also links the tax and smuggling lines to the Houthi militia areas.
Hammoud al-Mikhlafi camp is located at the bottom of Yafres, the center of Jabal Hubaishi, and the camp controls important lines, and Salem’s move to be in the heights overlooking Yevres means preempting any stationing of al-Mikhlafi’s forces in Jabal Habashi areas overlooking the important lines.
The race between Salem and Hamoud Al-Mikhlafi over the areas of Taiz, inside and outside the city, reveals a conflict that is accelerating despite the two parties' attempts to hide it and its passions behind various issues and events.

Salem, in addition to his movement in Jabal Hubaishi, information indicates that he is working to form a new military brigade in Al-Shamaytain to anticipate the Mikhlafi’s movements to attract new recruits from Al-Hujaria areas after Brotherhood leaders in Al-Hujaria began to move according to the Mikhlafi line and identify with his project that crosses the legitimacy and the party, although it meets the agenda of the international organization.
