Governors with the powers of the president of the republic ... the "chaos" states of Hadi and the Brotherhood

The repercussions of the local authority’s decision in Taiz to deduct and confiscate the salaries of the governorate’s employees under the pretext of supporting the fronts revealed the institutional and legal chaos within the silent legitimacy.

The local authority decided, in an official meeting, to confiscate the salaries of state workers and employees in the directorates that fall under the authority of the Houthis, and to deduct a day's installment from the salaries of workers and employees in the legitimate areas.

The decision was met with strong objection from political forces such as the Nasserite, Socialist and Conservative Union Bloc, which issued statements condemning the decision and considered it a crime against employees in light of the economic conditions and the deterioration of the currency value, which is reflected in the value of salaries.

The objection of these political forces and unions focused on the illegality of the decision, and the absence of a legal text granted to the governorate authorities to confiscate the salaries of employees and transfer them to the military side.

This case re-sheds light on the legal and constitutional abuses that have become a feature of the performance of legitimacy and its powers in the liberated governorates, especially those under the control of the Muslim Brotherhood, led by Taiz, Shabwa and Marib.

Where it has become customary for a governor of a liberated governorate to issue a decision or commission outside the limits of his powers set forth in law, and sometimes this may be the exclusive prerogative of the president of the republic.

The last example of this is the announcement of the Governor of Taiz, the general mobilization and general amnesty for those who surrender themselves from the Houthis, and the governor of Ma'rib preceded him, which are constitutional matters of the powers of the President of the Republic as the commander in chief of the armed forces.

The governors of the governorates, especially those loyal to the Brotherhood, have already issued dozens of decisions and assignments that exceed their powers, to the powers of the government, its ministers, and sometimes the president of the republic.

Rather, the matter came to the fact that the Governor of Al-Jawf, the Brotherhood's leader, Amin Al-Akimi, issued an assignment to the commander of a military region, in a flagrant contradiction to the powers of the President of the Republic exclusively, in a precedent that Yemen had never witnessed before and sparked widespread ridicule at the time.

Last Sunday, the Minister of Transport, Abd al-Salam Hamid, was forced to refer to articles of 7 laws to inform the governor of Taiz with an official memorandum of the nullity of the assignment of a Muslim Brotherhood member as director of the port of Mokha.

Whereas the governor of Taiz was content with violating the law and assigning a general director to a port, the governor of Shabwa was more daring than him, as he worked to establish a new port "Qena" in the governorate within two months and by a suspicious company and its management.

All this was done without the knowledge of the government and the Ministry of Transport, in a flagrant and dangerous bypass that opens the door wide for the rest of the provinces by establishing sovereign outlets to the world away from the government.

It is noteworthy in this case - and according to media sources - that the government's objection, represented by the Ministry of Transport, to what the governor had done, went unheeded after the governor returned from Riyadh with the support of President Hadi to continue the port's work.

Hadi's immunity, which he granted to the governor of Shabwa, is not surprising. Rather, it is natural given the man’s record of transgressing the law and the constitution, taking advantage of the conditions of war and the war mafia lobby surrounding him, led by the Muslim Brotherhood.

A long record that is difficult to fully list, but it is possible to refer to the most recent page in it, which is the decisions issued by the man in mid-January to appoint the Shura Council presidency, in violation of the Council’s bylaws, which stipulate that she should be elected from among the members.

Hadi also issued a decree appointing a member of the Security Brotherhood as the General Prosecutor of the Republic from outside the judiciary, in a decision that continues to this day met with widespread objection by the judges, especially in the southern governorates.

Like the man’s nature, the widespread protest against these decisions did not have any effect on him that pushed him to withdraw from them, although this time the objection reached the level of consensus by the prominent political forces in the arena, such as the socialist, the Nasserite, the conference and the transitional.

Hadi did not care about all of this, and was satisfied with the support of the Brotherhood and the corruption lobby surrounding him to continue his rule free from the constitution, the law and all agreed upon references, and in every speech he does not forget to demand the Houthi group adhere to them.
