Security Council: Al-Houthi attack on Marib may expand the presence of Al-Qaeda

The United Nations Security Council welcomed Saudi Arabia's announcement on March 22, to end the conflict in Yemen and reach a comprehensive political solution, in line with the proposal of the United Nations Special Envoy for a nationwide ceasefire, reopening Sanaa International Airport, and allowing the free movement of ships for fuel and other goods to the port of Hodeidah. The Council called for the full, equal and meaningful participation of women, and the participation of youth, in accordance with previous decisions. The members of the Security Council condemned the continuing escalation in Marib, which exacerbates the humanitarian crisis in Yemen, exposes more than a million internally displaced persons to grave danger, and threatens efforts to secure a political settlement at a time when the international community is increasingly united to end the conflict.

The Council expressed its concern that the military escalation in Marib could be used by terrorist groups such as Al Qaeda to expand their presence in Yemen.

The Houthis demanded a halt to their escalation in Marib and condemned the cross-border attacks against Saudi Arabia.

The Council expressed its concern about the military developments in other areas of Yemen, stressing the need for de-escalation by all parties.

The members of the Security Council condemned the recruitment and use of children, including in Marib, calling for accountability for violations and abuses of human rights and violations of international humanitarian law. They reaffirmed the need for all parties to the conflict to comply with their obligations under international humanitarian law, including those related to humanitarian access, protection of civilian objects and civilians, and protection of humanitarian and health workers and their facilities.

The members of the Security Council expressed their grave concern about the deteriorating economic and humanitarian situation, including prolonged famine and the growing risk of widespread famine, and emphasized the importance of facilitating important commercial imports and humanitarian aid.

The members of the Security Council stressed the grave threat posed by the oil tanker SAFER, whose deteriorating and dilapidated condition threatens an environmental, economic, maritime and humanitarian catastrophe for Yemen and the region. They stressed the responsibility of the Houthis for the situation and called for their urgent facilitation of the unconditional and safe access of UN experts to conduct a basic assessment and the task of reform and ensure close cooperation with the United Nations, stressed the need to end the outstanding issues and referred to recent constructive discussions in this regard.
