The regions of Abyan governorate, which are under the control of the Brotherhood, are living in a state of deliberate neglect by the Brotherhood authorities, which direct all their efforts to take care of Shabwa Governorate, which has enormous wealth.

The Brotherhood has not provided Abyan with anything since they took control of the central and Mahfad regions, in addition to Shuqra, and these areas suffer from the absence of the presence of the state, the lack of services and the spread of extremist groups that returned with the facilitation of the Brotherhood forces after they were defeated and purified from terrorism by the southern forces with the support of the United Arab Emirates  , in the biggest blow suffered by the organization in several years.

The Brotherhood is trying to support Shabwa Governorate and impose military control over it by registering large batches of recruits in the Brotherhood’s special forces and a number of military brigades, for the purpose of absolute control over the wealth that the Brotherhood controlled and transferred to their own accounts away from the state.

Recently, a number of special forces batches graduated in Shabwa governorate, as well as other military batches, while Brotherhood Interior Minister Ibrahim Haidan refused to register new batches of special forces in Abyan governorate, citing the government's inability to pay their salaries and dues.

This preference of the Brotherhood made citizens of Abyan governorate express their dissatisfaction with the neglect and futility that their governorate has reached, while Shabwa receives support and attention, and they are under the control of one faction, the Brotherhood.

In confirmation of the Brotherhood's intention to neglect Abyan for the sake of Shabwa governorate, a decision by the governor of Shabwa governorate, "Mohammed Saleh bin Adyo" stopped fuel smuggling through Abyan governorate to the northern governorates, and directed smuggling through Shabwa governorate to benefit the governorate from taxes.

According to sources, directives came from Bin Adiyo to the forces of the Third Brigade, Presidential Protection, led by the Brotherhood Loay Al-Zamki, to cut off the "Halhal" road south of Lawdar and divert the smugglers' destination to the "Khoura" area in Shabwa governorate.

More than three months ago, al-Zamki's forces prevented the passage of fuel trucks through al-Halhal, stopped smuggling, and set up a military force to prevent smugglers, which is still stationed at the moment in the Thara Mountains and al-Halhal Road to prevent smuggling.

Following the ban, Governor Bin Adiyo officially opened the Khora road to deliver fuel to the Houthi group and the northern governorates, benefiting from taxes, and the Shabwa authority is one of the most prominent smugglers of fuel that it imports through the port of Qena.

Fuel truck drivers said that the authorities in Shabwa governorate directed them to walk through Khora following the decision to prevent smuggling through Abyan, noting that working through Shabwa is officially and is no longer smuggling, as the citizens say.

One of the truck drivers, in an interview with NewsYemen, said that the Shabwa authority owns an official office in Khoura for taxes that go later to the Ben Adyo office away from the finance office in the governorate.

The driver, who preferred not to be named, indicated that the Shabwa authorities imposed a fuel tax of (10) riyals per liter over the past months, but returned weeks ago and raised the tax to (13) riyals per liter.

According to private sources in the governorate, the Ben Adyo Authority receives more than 70 million riyals per day from fuel smuggling taxes.

The people of Abyan governorate believe that their governorate is more deserving of these sums, which may contribute to lifting the governorate out of its tragic situation.

Truck drivers said that the opening of Halhal Road is closer to them and less rugged than Khora Road, but the Brotherhood does not want taxes to go to Abyan governorate.

The Brotherhood is establishing small projects such as building a freeing gate and asphalting a number of roads with portions of these sums and directing its media to exaggerate these projects, while tampering with Shabwana oil money, and the province does not get any of these huge funds.
