Dhamar, NewsYemen, Special:

The Houthi militia, the Iranian arm in Yemen, continues to arbitrarily impose levies on businessmen, traders and investors outside the framework of the constitution and applicable laws.

In this context, local sources in Dhamar Governorate told NewsYemen that the Houthi militia has imposed levies on a number of investors who run tourist resorts inside the city of Dhamar, the capital of the governorate.

Itadded that the militias have imposed fees and levies on investors who run tourist resorts for natural baths within the city, and have also installed reading meters for the consumed water, which is natural hot water extracted from the land owned by these investors.

According to the sources, in addition to the fees and levies that the militia authorities in the governorate collect from these investors under many names, they have installed meters for reading the quantities of water consumed and imposing exorbitant amounts in return for them, a measure carried out by the leader of the Houthi militia, who holds the position of the governorate’s governor, Muhammad al-Bakhiti.

The sources indicate that this measure came after disputes arose between investors and militia leaders against the background of the owners of natural baths refusing to allocate a monthly amount to support the militias’ war effort, in addition to the large fees they pay under different names, which angered the militia leaders, led by the governor of the governorate, Muhammad.  Al-Bakhiti, who himself went to the headquarters of the natural baths and personally supervised the installation of meters for reading water consumption, and informed the owners of these bathrooms about the amounts that would be collected according to what the installed meters would read.

The Houthi militias exercise financial levies on merchants, businessmen and investors in all areas of their control outside the framework of all constitutional and legal provisions that prevent the collection of any tax except by law.  Corruption practiced by militias and their leaders who take this money for their personal benefit or in favor of supporting the so-called war effort of the militias.
