Sana'a in the time of the Houthis... sectarian bodies for racist positions

The Houthi militia - the Iranian arm in Yemen - is racing against time to complete its control over state institutions in Sanaa and the neighboring governorates. By 2022 , the coup militia has entered its eighth year and has strengthened its presence with a package of illegal decisions dominated by a separatist and sectarian character in a number of government institutions.

During the year 2021 , the Houthi militia continued to exploit the differences of national political forces. It worked to exclude and remove national cadres from jobs and replace them with unqualified loyal elements, and established (virtual) bodies parallel to state institutions, which worked to disrupt them and empty them of their legal and constitutional content, in exchange for the development of administrative tampering.  Financial corruption and hitting the concept of the nation state in public awareness and collective memory.

Adding 20 personalities to the Shura Council

To the Shura Council located in Sanaa, the Houthi militia added 20 loyalists during the year 2021, in appointments characterized by a racist nature, and according to criteria that violate the law establishing the council and its functions and the constitution of the State of the Republic of Yemen.

In late December 2021, the Houthi militia issued Resolution No. (91) for the year 2021 to appoint Muhammad Ahmed Hussein Balghaith as a member of the Shura Council, and before that, NewsYemen monitored the appointment of: Hussain Hamid Hammoud Al-Azi, Hadi Hussain Ali Malfi Al-Razami, Abdullah Yahya Al-Qasimi  , Muhammad Abd al-Rahman Hammoud al-Washli, presumed members of the Council.

Racial exclusion of "Baqzouz" from tourism

During the year 2021 , the Houthi militia came with 7 (supposed) ministers to the government of Abdulaziz bin Habtoor, which is run by the Houthi militia in Sana’a, including the leader in its ranks, Ahmed Al-Hassan bin Al-Hussein, the Prince, as the (supposed) minister of tourism, after the politician Nasser Baqazquz was excluded from this position.

Other than the youth and sports community, the Houthi militia came with the leader in its ranks, Muhammad Hussein Majd al-Din al-Mu’aydi, as a (supposed) minister of youth and sports, after the assassination of the leader of the Al-Haq Party and loyal to the group, Hassan Zaid.

During the same period, it appointed Nabil Nasser Al-Azani as Minister of Justice, Salim Muhammad Noman Al-Maghlis as Minister of Civil Service and Insurance, Ahmed Muhammad Al-Ali as Minister of Electricity, Abdulaziz Nasser Ahmad Al-Kamim as Minister of Planning and Development, and Amer Ali Amer Al-Marani as Minister of Transport, after the death of its leader Zakaria Yahya Al-Shami was announced.  In mysterious circumstances.

In a context related to the racist nature of appointment decisions in senior positions, the Houthi militia brought (Ismail Ibrahim Muhammad Ahmed al-Wazir) to the position of Deputy Minister of Justice.

During the year 2021, the Houthi militia issued 6 decisions appointing (hypothetical) governors of governorates, including “Salah Abdul Rahman Abdullah Bajash as governor of Taiz governorate, Saleh Ahmed Salem Al-Junaidi as governor of Abyan governorate, Muhammad Qahim as governor of Hodeidah governorate, Faisal Ahmed Qaid Haider as governor of Al-Jawf governorate, Hanin  Muhammad Abdullah Saleh Qutina as governor of Al Mahwit Governorate, and Awad Muhammad bin Farid Al-Tusali Al-Awlaki as governor of Shabwa Governorate.

Kibsi, Madani and Dilmi for the judiciary

The Houthi militia has strengthened its presence at the top of the leadership pyramid of state institutions by replacing members of the group with the position of the general secretariat in the councils (Shura, ministers, and the judiciary) by appointing: “Ali Yahya Muhammad Abdul-Mughni al-Qadi, Muhammad Qasim Muhammad Ali al-Kibsi, Saad Ahmad Hadi” respectively.  General secretaries for these positions.

In a related context, the Houthi militia brought (Abdul Razzaq al-Akhali) to the position of Secretary-General of the Supreme Court, Ahmed Muhammad al-Aqeeda for membership in the Supreme Court, Muhammad Ali al-Madani for membership in the Supreme Court, and Muhammad Muhammad al-Dailami for the position of Attorney General.

During the year 2021, the Houthi militia established what it called a General Authority for the Development of Small and Micro Enterprises, and brought the leader in its ranks, Ahmed Ahmed Yahya al-Kibsi, as the head of the newly created authority, and like it (a General Authority for Endowments) who brought the leader in its ranks, Abdul Majeed Abdul Rahman Hassan al-Houthi as its head.
