Development of the liberated..a decisive front lost in the clamor of absurd battles

Hours before the return of the President of the Presidential Leadership Council, Rashad Al-Alimi, to the capital, Aden, on Tuesday morning, the city’s electricity was announcing that a number of generating stations were out of service due to the running out of diesel fuel, in a scene that reflects the outcome of 6 months of the formation of the Council.

The city’s electricity setback, despite the end of the summer and the advent of the winter season, which is witnessing an improvement in service as usual in recent years, is a disappointment to the great hopes that were attached to the formation of the Presidential Council to improve the situation in the liberated areas.

Great hopes were placed on the council due to the climate of peace that prevailed over the scene in Yemen with the announcement of the armistice agreement and the cessation of the war against the Houthi militia, and the council’s affirmation in all the statements of its president and members that it is a “peace council.”  This means that the opportunity and conditions are available to harness efforts and capabilities towards the battle for development and the economy in the liberated areas.

These hopes deepened with the stability of the Council and the leaders of the state and government in the capital, Aden, and its reiteration that Aden will receive priority in the battle for development and improvement of the economic and service situation in the liberated areas, and that a new phase has begun in contrast to the absurdity, corruption and absurd battles that characterized Hadi’s previous phase.

Speeches and slogans soon began to fade, with indications of the difficulty of ending Hadi’s stage and correcting its catastrophic mistakes, and the voices of the forces that accounted for the decision in Hadi’s stage, led by the Brotherhood, began to emerge against every change or correction decision.

The matter evolved from objection to indications of movement on the ground to detonate a battle in the liberated areas that would restore the atmosphere of war and halt the process of addressing the legacy of the previous phase. The matter reached the beginning of last August, its climax in detonating the situation in Shabwa with the rebellion of security and military formations loyal to the Brotherhood against the local authority.

With the explosion of the situation on the ground, the Brotherhood blew up the situation inside the Presidential Council through their representative Abdullah Al-Alimi, so that the council’s convening in Aden ended with the departure of its president and members at intervals towards Riyadh.  The meetings of the Council and the government are interrupted for more than 70 days, and talks about efforts to improve the situation in the liberated governorates are interrupted.

Although this situation is relatively better compared to the situation in areas controlled by the Houthi group in terms of services and standard of living, it represents the most important propaganda card in the hands of the group to consolidate its control and that the alternative will not be better than it.

The group enhances the impact of this by focusing on the differences and conflicts in the liberated areas between the forces opposing it.  Presenting it as an advantage that counts for it to emerge as a unified force despite the hidden conflicts between its wings, which the group's opponents fail to exploit.

The group uses the continuous failure to administer the liberated areas to counter any attempts at popular movement and protest against its crimes in the areas under its control, as it realizes that eliminating this failure opens the way for its elimination.
