After the Kingdom of Saudi Arabia announced the arrest of the leader of ISIS in Yemen, Abu Osama Al-Muhajir, in June of 2019 AD with the financial official of the organization in Yemen, ISIS was dealt a strong blow, and thus the most violent and bloody figure of Al-Muhajir was arrested.

Hence the suffocating financial crisis that befell ISIS in Yemen, with the crises and strikes that the organization is going through in general in Iraq and the Levant, and the suffocation is tightening day after day on the organization in Yemen in particular, and makes it a handicap of movement, and it impedes the resumption of terrorist operations, and in terrorist operations  In this regard, ISIS is looking for new sources of funding.

Many plans were put forward, but the current governor of Yemen went to implement a strategy he had previously written about and considered it, and it was ordered by the Economics Bureau in the administration of distant states, and such documents had been leaked earlier, and the summary of what was stated in the relevant document, which aims to extract and collect  money, as follows:

First: The document was addressed to the governor of the states of Yemen, dated 30-5-1439 AH.

Second: The document was a response to a question received from the Wali of the states of Yemen, regarding how to extract and collect funds.

Third: The summary of the answer was:

 To monitor the merchants and the owners of the money, then the organization starts talking to them about providing aid, according to the organization’s need.  In the event the merchant refuses, he will be deterred in the appropriate manner, and this may be by kidnapping or destroying some of the property, and if necessary to kill him, and if he seeks help from the security authorities, he must be killed.  So that there is prestige for the organization and a lesson for others;  As stated in the leaked documents.

For the first time, the state organization in Yemen begins implementing such a strategy to extract and collect funds. On Saturday evening, June 18, 2022 AD, in the Tarim district in Wadi Hadramout, an armed gang kidnapped the son of the Hadrami merchant Abdullah Al-Juneid, known as "Al-Maher".  The Hadrami merchant - Muhammad - was kidnapped from ISIS, and he is in Al-Mahra Governorate, in one of the organization's shelters.  Another source confirmed that the organization had sent to the father of the kidnapper demanding huge sums of money in exchange for the release of his son, Muhammad.  I contacted the father of the kidnapper, the merchant and businessman Abdullah Al-Junaid. He was very reserved and did not make any statement, and it seemed that the pressures and threats were very great, and he only said: "I delegate my affairs to God, God sufficeth, and He is the best disposer of affairs.

A private source also confirmed that the kidnapper - Muhammad - is in good health, but the organization is showing great interest in planting extremist ideas and terrorist ideologies.  By intensifying the legal lessons that the organization holds for the kidnapped.  The source also confirmed that the boy would come out affected by many of these extremist ideas, and added: The organization is spreading among the soldiers that the goal is to kidnap the merchant’s son, in order to pressure the security authorities to release the imprisoned leaders of the organization.

A number of sources also confirm that ISIS in Yemen is in the process of monitoring traders, businessmen, and money owners, and kidnappings and attacks may occur in the coming days for a number of traders and businessmen;  The stifling financial crisis that the organization is going through is making it more and more brutal.

What can be said is that ISIS in Yemen, in particular, is just mafia-like gangs, and the organization has opened a dangerous door.  It will help reduce the popularity of ISIS, which is about to end, compared to al-Qaeda, which has tribal popularity, especially in Marib and Al-Bayda. Will the terrorist organization succeed in such a strategy to extract and raise funds?!  Will he overcome the stifling financial crisis with such a criminal strategy?!  Or will this strategy weaken him in the coming days and make him drown?!
