Bin Omar "the worst"... An academic assesses the performance of the United Nations envoys in Yemen

Dr. Abdul Hafeez al-Nahari, deputy head of the Media Department of the General People's Congress Party, assessed the performance of the United Nations envoys to Yemen over ten years, starting with the term of the first envoy (Jamal bin Omar), who described his role as "sabotaging" and led to the collapse of the state and the control of  Houthi militia on Sana'a.

Dr. Al-Nahari said, in his article, that the United Nations and its envoys have exhausted their energy in managing the Yemeni crisis and investing it economically and politically, and not in finding solutions to it, ending the conflict, and restoring the state.

He warned that Yemen will continue to languish under international tutelage as long as we do not move to the horizon of negotiations and a final solution to the problem, adding: "And here are the Yemenis, after 10 years of chaos and 8 years of war, still standing at the gates of the international organization as orphans stand at the table of ignoble people."  .

Al-Nahari believed that the success of the illiterate envoys is often linked to the will of the member states of the Security Council and the intersection or conflict of major interests in conflict areas, so they often did not succeed in their tasks, referring to models of UN mediation in Libya, Syria, and other conflict areas.

Bin Omar.. a UN mediator played a subversive role

 He explained, saying: At the level of Yemen, beginning with the Special Envoy of the Secretary-General of the United Nations to Yemen, Jamal bin Omar, who occupied the period from April 2011 to 16/4/2015 AD, the success of signing the Gulf initiative and the transfer of power was a result of the regime’s response, interaction, and its keenness to spare the country a civil war.  And it was not the result of the success of the UN envoy.

He added: As for the UN envoy (Ben Omar), his role was subversive, and it was an implementation of a hidden international agenda aimed at spreading chaos in the region and striking its institutions, and one of his negative roles was siding with the parties to the chaos at the expense of national reconciliation and the positive response to the regime, and he had a negative role in breaching  With the contents and hierarchies of the Gulf initiative, including giving priority to structuring the army over the national dialogue, activity outside the texts of the initiative, and subjecting it to interpretations outside the context of its chronic executive mechanism, including extending the transitional period and leaving it open to all unknown possibilities.

He pointed out that one of his disastrous roles (i.e. Jamal bin Omar) was seeking to impose sanctions on the leader Ali Abdullah Saleh and the symbols of the regime who were the most responsive and implementing parties to the initiative and keen to implement it instead of honoring them and appreciating their national responses, and one of its bad effects was putting Yemen under Chapter Seven.  With his complicity with the transitional authority taking revenge on the regime and the country.

He added: His policies and role caused the collapse of the state and the Houthis' control of the capital and state institutions, and he concluded his conspiratorial career, and I do not say only failed, with the "Peace and Partnership Agreement", which is one of his major major failures that did not distinguish between a peaceful transition and an armed coup.

Waled  Al Sheikh approached the root of the problem

 As for his successor, the second envoy to Yemen, Ismail waled Al Sheikh , who occupied the period from 4/25/2015 to 16 February 2018, he was the most focused envoy on the basis of the problem by adopting political dialogue between the parties to the conflict and aspiring to stop the war and reach a comprehensive solution.  of the problem, according to Dr. Abdel Hafeez al-Nahari's opinion.

He continued, saying: Despite the dissatisfaction of many with him (waled Al-Sheikh) and classifying his role as one that is identical with the coalition, in fact he made an effort in the right direction, that is, towards reaching a comprehensive solution to the Yemeni crisis, including the achievement of:

The Geneva talks from June 16-19, 2015, and the Kuwait consultations (April 21-August 6, 2016), which were more serious than any previous consultations.  These consultations were likely to succeed given the seriousness of Kuwait and the presence of representation of the General People's Congress as a tried and betting party on dialogue, but it seems that the hardening of the Houthi position, and the coalition's unwillingness for the success of Kuwait's consultations has led it to a dead end, unlike the Stockholm Agreement, which the coalition's approval of was a strategic mistake in  fight.

This agreement caused the fragmentation of the Yemeni problem, diverting attention from the coup as the root of the problem, diverting international efforts to the humanitarian and economic side, and curtailing its role on the political side, which the Houthis reaped, and constituted frustration at the level of military performance of legitimacy on the rest of the fronts, which enabled  The Houthis from Hodeidah and its ports and resources, improving their economic situation, and curbing the National Resistance Forces from liberating Hodeidah, and this agreement did not accomplish anything at the level of other files such as the prisoners and the Taiz file.

He said that the period of Griffith, who enjoyed unlimited British support, ended with the division of the Yemeni problem into secondary issues and files such as the economic and humanitarian file, and temporary local analgesics.

Grundberg: No war, no peace

Regarding the stage of the fourth UN envoy to Yemen, the Swedish diplomat Hans Grundberg, Dr. Al-Nahari said that the envoy came in August 2021, and after a number of meetings with the international, regional and Yemeni parties, he focused on achieving a breakthrough in the success of a humanitarian truce that began in April 2022, was renewed twice, and finally headed  To expand the truce in dealing with broader economic files as well as the humanitarian file.

And he continued: "Although the truce has reduced the fighting and the great human losses, especially in the battles of Ma'rib, in which the Houthis committed suicide and sacrificed large groups of young people in its incinerators, this truce now almost frames the conflict in Yemen and puts it in the square of no peace and no war, without a resolution."  to the problem, or move to comprehensive solution negotiations.

He pointed out that the Houthis' threat and bombing of economic ports, especially oil ones, with marches and disrupting them from exporting oil and gas, was a dedication to their targeting of economic and vital installations outside the Yemeni borders and threatening international trade and energy transport corridors.

He stressed that this brings everyone back to zero in the matter of the economy and distracts everyone from the priority of the Houthis' economic obligations that they did not implement in accordance with the "Stockholm" agreement, and puts everyone in front of terrorist blackmail that impedes international efforts and creates renewed challenges, and reflects military weakness and economic problems on the side of legitimacy.  Perhaps the corruption of legitimacy during 8 years paved the way for the Houthi coupists, dragging everyone into this critical economic, military and political stage.
