According to a report issued by Right/ Haq Organization for Defending Freedoms and rights, the Popular Crowd Militias of the Brotherhood was formed as Sunni sectarian version, similar to the Popular Crowd militias in Iraq of a sectarian Shiite character and Iranian political and ideological doctrine

They were formed by the Islah Party represented by its military and security leadership in Taiz, Leaders were mostly civilians before the outbreak of the war in 2015, and were appointed and granted them large military ranks when the Legitimacy restructured the National Army

The report pointed out that the Islah Party formed the Popular Crowd Militias secretly; the party pushed the militias in bloody clashes in the old city of Taiz which besieged the city and its people under the title of a military campaign to hunt wanted criminals

The report pointed out that the Brotherhood Popular Militias, which characterized by popular ideological and partisan political traits, in Yemen are not only a threat to Yemen but also extend to the countries of the region in general

The Brotherhood militias make Yemen a focus of concern and a threat to the stability of the region because the Brotherhood links with terrorist groups, which will find an ally embracing, sheltering, supporting, training and arming that believe in it to start the sabotage acts and to practice terrorist acts in neighboring countries

The report pointed out that the Brotherhood militias will not hesitate to spread its activities outside Yemen to threaten and blackmail the States of the region

that Brotherhood slogans, that repeats by Popular Militias' founders in Yemen that they are a force to back the National Army to fight to thwart the Houthi coup and to restore Hadi's Legitimacy, are false and deceptive slogans

The nature of its preparation is not military but security, and they proved the reality that their mission are to eliminate all and who stand in front of them so as to control orders and dominate areas in the liberated areas

The report considered the Islah Party chose the title for its militias like the Popular Crowd Shiite militias in Iraq confirmed that the Houthis are not the Brotherhood militias' target that confirm the rapprochement between the parties

The Organization affirmed in its report that the loyalty of the Popular Crowd militias to a political party that is the Islah Party in Yemen, and its ideological structure nature and its political agenda of the Party poses a threat to the local social fabric, and the path of democracy in Yemen.  The Party strengthens its dominance of the society by force, hijacking the functions of the Authority, monopolizing its responsibilities and decisions, and exploiting it for the benefit of the party and its ideological agenda

The report added that this encourages to repeat the coup attempt on the State and its legitimate institutions in the future as it had happened on 21 September 2014, and confirms this belief is the similarity between the emergence of the Houthi coup militias and the emergence of the Brotherhood Popular Crowd militias and their ideological, sectarian and partisan agenda

The report pointed out that a number of the Popular Crowd militias is still remains unknown because of the secret nature work as being a program that do not complete, according to the traded information

The military official of the Islah Party Abdu Farhan Salem, known as Salem, who is the adviser of Taiz Military Axis in Taiz, is the chief official of the Popular Popular Militias, assisted by Dia al-Haq al-Ahdal al-Sama'i

According to the report, members of the Popular Crowd Militias are recruited on partisan terms, in particular sons or relatives of Islahi leaders after having recommendations of the Islah leaders in the areas
A default number in this secret militias' program is more than 5,000 members of the Islah Party, 2,500 of whom graduated: two batches at the

17th Infantry Brigade , two at the 22nd Brigade, two at the 4th Infantry Brigade, and one at the 170th Air Defense Brigade

The report pointed out that there are 200 training camps in each camp , those camps are in the Judicial Complex in Jabl Jarrah area, Abu Bakr Siddiq School, the Teachers Institute, al-Arodhi Police headquarters, Training Camp in Yafros, they are military camps controlled by the Islah leaders in Taiz city

According to the information monitored by Haq organization, the training focused on training the trainees on security skills at the expense of military skills, where the participants were trained in these courses on a systemic movement and military storm, and street war

the tasks also include storming houses, storming and protecting the installations. This indicates that the Popular Crowd militias will be in charge of controlling liberated areas after defeating the Houthi militias, not fighting against the Houthis in favor of the Legitimacy and foiling the Houthi coup

The report added that the Popular Crowd militias are taught and are subjected to intensive lectures within brainwashing program, confined to inflammatory lectures against the Yemeni parties, including the Socialist and Nasserite, the General People's Congress and the Salafists, especially Abu Abbas group and secularists

Jihadist songs related to the  extremist religious groups and enthusiastic songs of Armed Resistance movements, such as Hamas and others are broadcast, neglecting national songs during the military training period

At the end of each course, members of the batch are distributed to the army camps affiliated with the Islah Party. Three to four of the most loyal trainees of the Islah Party are selected and given military numbers instead of members of the official army who have withdrawn their military numbers in order to encourage the trainees to show their loyalty to the Party, conniving their loyalty to the Party and legitimacy of "Popular Crowd " and its association with the national army

Haq report concluded that the emergence of the Popular Crowd militias in the conflict in Yemen constitutes a new addition to the list of armed formations and opens a new door to the inter conflict that is compounding the human suffering of the Yemenis, resulting in civilian casualties, causing the damage to private and public property and destruction of the remaining infrastructure of the State
