Like chess pieces, the Houthi militia transfers virtual government positions, transferring them from one source of income to another, and from a collection treasury to another.

Only 6 months is the time period that the Houthi leader appointed to the position of Minister of Finance in the Houthi militia authority, Rashid Aboud Abu Lahum, has spent since his decision to appoint him in February 2019 as the Minister of Finance, until his transfer in August of the same year to the position of the governor of the Central Bank in Sana'a,  before being returned again to the seat of the Minister of Finance in April 2020,  and his place as a the leader of the Central Bank was taken by, the Houthi leader Hashem Ismail Ali Ahmed al-Madani.

Available information about Abu Lahm is scarce, as the Houthi militia has been issuing appointment decisions without publishing CVs for those covered by these decisions, and operating sources at the Ministry of Finance stated that Rashid Abu Lahum was appointed at the beginning of the year 2019 , as an undersecretary for the Ministry of Finance for Expenses Affairs, after months of his appointment as an assistant undersecretary to the Ministry  Finance for Revenue Affairs, and according to the sources, two months after his appointment in the revenue sector, Abu Lahum assumed the duties of Undersecretary for Revenue Affairs.

 When it comes to "President of the Public Institution for Social Security", the Houthi militia, whose leader Sharaf al-Din Ali Hussain al-Kahlani, is returning to his militia after he took his share in the Finance Minister for a few months.

From the Presidency of the Tax Authority, the Houthi militia, Hashem Muhammad Hashem al-Shami, was transferred to the seat of the Deputy Minister of Communications and Information Technology, and from the presidency of the Yemeni Oil Company in Sana'a, also transferred Yasser Al-Wahidi to the seat of the Deputy Minister of Oil and Minerals.

The former minister in the government of Ibn Habtoor in Sanaa, Nasser Baqazqouz, describes the wave of recent Houthi appointments decisions as “factory set decisions,” 

He explained in a comment on these decisions: "The governor of the bank returns to his previous position as minister of finance in the same government that he left, and the Minister of Finance Al-Kahalani returns to his previous position as president of social insurance."

Baqazqouz adds sarcastically: "Everybody fixes his car. You really came with what the early men couldn't. You promoted the laws, customs and traditions, and demonstrated to the people your confusion and your individuality, and subjecting everyone to your control."

 Blundering, randomness, and improvisation are the prominent features of the nature of Houthi appointments decisions from time to time, but recent repeated decisions are centered around revenue only, and revolve around the collection of levies and nothing else. They are “Money” decisions par excellence according to the comments of activists on social networking sites, they call the central bank in Sanaa, Al-Bayt Al-Houthi Bank.



The Socialist MP, who is allied with the Houthi militia, Sultan Al-Sami, commenting on his part about the recent Houthi appointments ’decisions, saying:“ Many people ask me about the appointments that happen in Sana'a, and how decisions are made with such matters, and the truth is I am embarrassed to tell them that we in the political council know nothing about  that and even from that, we do not know who rules the country?



The leader of the Houthi militia, Muhammad Nasser Al-Bakhiti, said that the appointment and dismissal decisions issued by the so-called Supreme Political Council are not subject to the standards of integrity and differentiation nor to the values   of justice, indicating that such decisions are taken on the basis of, personal knowledge, loyalty and satisfaction, which he considered  "Serious administrative corruption" ..
