Cairo, NewsYemen, private:

The issue of delaying the payment of the entitlements of scholarship students in capitals abroad has resurfaced, despite the availability of a full-year budget by the reconstruction program supported by the Kingdom of Saudi Arabia.

NS.  Husam Al-Dais, a doctoral student in Malaysia, said in a statement to "Newsmen", "We were handed over (one quarter) only more than 3 months ago, after a long wait, even though the Saudi Reconstruction Program approved four quarters."

He added, the delay has been repeated a lot for years, and the complaint was the lack of budget or support.  He wondered: But the dues and fees are available from the Saudi side, the "reconstruction program." What prevents them from disbursing and why all this procrastination?

Al-Daeis held the government and the Ministry of Higher Education fully responsible, pointing out that there is no excuse or justification, considering that everything that is happening is the result of the corruption of officials and the catastrophic failure of those concerned.

He stated that the promises were to pay the dues every month and a half with a lot, on the basis of "reducing the time period and bridging the gap", according to what was stated in the letter of the government agencies.  Unfortunately, the gap has widened as a result of these irresponsible behaviors that have no justification, and even if they spend after today, and talking to the daisy, it constitutes a burden on the shoulders of the scholarship students.

He pointed out that the ministry sent statements to some attachés showing some moves, but they did not send the dues, and we do not know what their intentions are.  And if they spend two quarters at once despite the delay, it is considered a miracle.

He concluded by saying, We are in the process of making a statement on behalf of the "Association of Yemeni Universities Delegates Abroad", based in Malaysia, India and China, and it will be distributed to the visual and print media that have supported us throughout the past period.

It is worth noting that dozens of statements have been issued during the past years by unions, associations and federations abroad in Asia, Europe, Egypt, Morocco and Sudan, but the problem still exists.

The scholarship students hope that the process of disbursing their dues and tuition fees will be organized so that they can face the burdens of life and study, spend the accumulated debts and purchase study requirements, especially since many of them live with their children as a result of the ongoing war that was ignited by the Houthi militia, Iran’s arm in the region and Yemen in late 2014.
