The Undersecretary of the Ministry of Information, Muhammad Qayzan, expressed his feeling of shame when "appearing on satellite channels to talk about the championships that the army is winning against the Houthi militia."

Kaizan, one of the leaders of the Brotherhood, said in a tweet to him on Twitter: "I am ashamed as an official when I appear on satellite channels, praising the heroism and determination of the army in defeating the Houthi hordes and breaking their thorn. The announcer asks me why this great army is without salaries for a year."

He adds: "I say it frankly, there is no justification for us as a government not to pay the army's salaries or arm it, so there is no combination of praise for its heroism and betrayal of it at the same time."

Kaizan’s speech comes within the context of a similar Brotherhood campaign against the government, and its president in particular, Mu’in Abdul-Malik, under the banner of non-payment of the salaries of the legitimate army, which has reached the point of considering it high treason by linking it to the raging battles that Ma’rib is currently witnessing.

However, Kaizan's accusation was met with widespread ridicule by activists and followers, who mentioned it as one of the most striking examples of corruption and tampering with legitimacy due to the Brotherhood's control over its decision, and its inability to pay the army's salaries was one of the fruits of this corruption and absurdity.

The appointment of the man came among one of the most disastrous decisions issued by President Hadi since the beginning of the war, and it greatly inflated the staff of officials within the legitimacy, with exorbitant salaries in hard currency.

On January 6, 2017, President Hadi issued a decision appointing a deputy minister of information, 10 undersecretaries of the ministry and 5 advisers to the minister, most of whom are Brotherhood members such as Muhammad Kaizan or loyalists to the group.

The decision represented one of the most blatant scenes of blatant absurdity within the legitimacy by issuing decisions to appoint dozens to the positions of deputy ministers and assistant undersecretaries without the need for that, and the absurd reached the point of appointing governors and agents for governorates still under the control of the Houthi militia.

A huge team of legal officials are in exile, they were appointed under direct pressure by the Brotherhood and General Ali Mohsen al-Ahmar stands behind it for many goals, including enabling its grip on the joints of legitimacy and on the other hand ensuring the loyalty of personalities to it by appointing to positions and salaries in hard currency, without being  There is a real need for her.

This is what kaizan himself implicitly acknowledges in his statement, that his duties are limited to appearing and talking through television channels only, in return for a salary he receives as an undersecretary of up to $5,000, according to the information circulated.

A salary equivalent to the salary of 83 soldiers from the legitimate forces, where, with the collapse of the value of the local currency, the salary of the soldier has become no more than 60 dollars, amid talk of the presence of more than 200 undersecretaries of the ministry, with salaries equivalent to the salaries of more than 16 thousand soldiers.

Absurd decisions issued by legitimacy to Brotherhood members or their loyalists, as in the case of Kaizan, who obtained the position of Undersecretary of the Ministry of Information with the qualification of being the director of one of the Brotherhood’s channels.

These decisions represented one of the most important reasons for the failure within legitimacy, and diverted a significant percentage of the liberated areas’ resources, especially oil export revenues, to paying the salaries of legitimacy officials, according to the Prime Minister’s own admission in a television interview at the beginning of this year.
