The Riyadh Agreement, which was signed between the legitimate government and the Southern Transitional Council, represents a lifeline to restore the country from the Houthi militias, and a historic opportunity to unify efforts and arrange the system of legitimacy to restore Yemen from Iranian hegemony, with the agreement of all.  two years?

The Yemeni presidency, which is controlled by the Islah party, the branch of the Muslim Brotherhood in Yemen, accuses the Transitional Council of obstructing the agreement, in its meetings with international officials and its official statements, in addition to the statements of the media loyal to it, but the government when it accuses the transitional of disrupting the agreement usually comes with justifications and accusations  It may not be convincing to the street, as it talks about the council's decisions and the organization of its ranks that hinder the implementation of the agreement. Council officials have made it clear that these decisions are internal to the council to organize the ranks and have nothing to do with the agreement.

The Yemeni presidency makes excuses so that it does not return to Aden and carry out its work, as it is currently evading providing services, paying salaries, and relieving citizens in all liberated governorates.

The government did not commit to paying the salaries of the employees as stipulated in the agreement, and repudiated the payment of electricity fuel to the capital, Aden and the liberated governorates, and did not intervene to stop the collapse of the currency.  This does not matter to its officials who live abroad and their families.

Sources in the Transitional Council explained the details of the failure of the agreement and the government's obstruction of its implementation.

The sources told NewsYemen that the government believes that the agreement came only to Aden, and it is pressing and obstructing and talking about Aden, while turning a blind eye to the arrangements of the agreement in the governorates of Abyan and Shabwa, which were included in the agreement, according to its terms, which were published by the official Saba News Agency.

The sources expressed their regret for the government's evasion of its duties towards citizens in accordance with the agreement that obligated it to pay their salaries, provide services and alleviate the crisis experienced by all citizens in the liberated governorates.

The sources indicated in the STC that the council implemented its terms and expelled the forces that the agreement stipulated their exit and withdrew its forces from the lines of contact in Abyan governorate, facilitated all circumstances for the government, and handed them over to the central bank and revenues in the capital to carry out its work in the service of citizens in all governorates, not the capital, Aden.  Noting that the government returned to the capital freely and received all the facilities, but it did not provide anything, and left after its failure.

The sources indicated that the agreement stipulated that all liberated governorates supply their revenues to the central bank in the capital, Aden, to pay salaries and provide services, but this did not happen due to the refusal of the local authorities in the governorates of Shabwa and Marib following the return of the government.

She indicated that the government did not pressure these two governorates to supply revenues, which will provide a large boost to the government and will contribute to improving the currency, paying salaries and importing fuel for electricity in the governorates, indicating that there is inaction and satisfaction from the presidency over the abstention of Shabwa and Marib governorates from supplying revenues.

She stated that the council called on the government, through the sponsors of the agreement, to supply all revenues in the governorates to the central bank, which falls under its authority.

The government refrains from taking steps to implement the agreement in other governorates, and is trying to limit the agreement to the capital, Aden, which the council rejects, according to the sources.

The sources indicated that the legitimacy should start procedures to implement the agreement in accordance with its provisions in other governorates, starting with appointing new governors and security managers for the governorates of Abyan, Shabwa, Lahj and Al Dhale’, and then implementing the security aspect in the governorates.

Legitimacy was intransigent in implementing the terms of the agreement in the governorates under its control, and the changes in local authorities and the repositioning of forces were not adhered to.

The government rejects the return of the Shabwani elite to deploy in the governorate, as well as the deployment of the Security Belt forces alongside the security forces in Abyan governorate, which signed this agreement as stated in the agreement.

The transitional accuses the Brotherhood's wing that controls the presidency of thwarting these efforts and obstructing the agreement so that the governorates of Shabwa, Marib and Hadramout remain under its control and control their resources without the citizen benefiting from those resources that come from the most important revenue governorates in the country.

The sources indicated to NewsYemen that negotiations for the return of the government to Aden have recently returned, pointing to pressure exerted by Riyadh on the government to return and serve the citizens.
