International newspaper: The arms clause obstructs the final declaration of the peace agreement in Yemen

 The London-based Al-Arab newspaper confirmed the resolution of political files and the sharing of wealth and power within the framework of the negotiations sponsored by the United Nations between the warring parties in Yemen, noting that the issue of weapons is still a matter of contention.

According to the newspaper, negotiations are taking place between the warring Yemeni parties, with the participation of Saudi Arabia and Omani mediators, and have reached their final stages, and only a solution to the issue of weapons remains.

The newspaper quoted Yemeni sources, which it described as "close to the negotiating circles," confirming that an agreement had been reached on all issues, including politics and the sharing of power and wealth.

The Yemeni government stipulated, in its participation in the Munich Security Conference in Germany last week, the necessity of limiting power to the state, as a condition for signing the final agreement, while the Houthi group threatened to withdraw and thwart all understandings made on other issues, according to the sources, confirming the intervention of the Omani mediators to calm down and re-sit down.  Between the committees formed to discuss all matters and issues of disagreement between the two sides.

The sources stated that the consultations being promoted on humanitarian and non-humanitarian files are all to cover what is being negotiated under the auspices of the United Nations and the support of several international parties, including the United States, Britain, France, Norway, Sweden, Austria, and more recently Russia and China, and regional parties including Egypt, the UAE, Jordan and Iraq.

 It explained that the Houthi group is conducting negotiations in Jordan on issues related to security, military, economic and development aspects, while consultations are taking place in the Omani capital, Muscat, on humanitarian aspects, including prisoners and the opening of roads.

With regard to salaries, the Houthi group wants to include all its fighters outside the 2014 payroll, and has recently uploaded files of political and military importance to Muscat, where the head and members of the Houthi delegation are.

It stated that the operations of escalation and targeting of facilities, ports, threats, and field movements by all parties all fall within the framework of “pressure operations” to achieve gains, and that all parties agree on the end of the war and the cessation of hostilities and that what is happening is the completion of the simple technical aspects before announcing the success of the negotiations and announcing the final solution, which is confirmed by the American and UN envoys to Yemen in all their statements.

The sources pointed out that there are many issues that will be included in the final declaration of the peace agreement in Yemen, including international and regional guarantees, and penalties that will affect anyone who violates or reneges on the agreement, as well as the deployment of observers and forces to monitor its implementation on the ground, strictly and enforceably, and within specific time periods.
